Mr. Barton offers over 30 years of experience across a broad spectrum of civil engineering and surveying practice.  His experience includes heavy highway design and planning, bridge design, roadway design, subsurface utility engineering, pedestrian facilities, water and wastewater line rehabilitation, water plants, wastewater plants, airports, golf courses, flood studies and private land development.  He previously served as City Engineer for three small cities, providing invaluable knowledge of design and construction from the Owner’s perspective. Mr. Barton’s experience includes a deep understanding of TxDOT requirements, having provided design services and project management on over 20 state highway projects.  Mr. Barton’s impressive resume includes the design of major highway bridges while practicing engineering in the state of Oklahoma. Mr. Barton also provides unparalleled experience with hydrologic studies and hydraulic design. He has participated in Federal and State permitting activities on over 200 projects, including the first wastewater reuse permit issued by the State of California and the first wastewater reuse permit issued by the State of Colorado.  Mr. Barton’s strong management skills are best illustrated by the fact that he has simultaneously managed multiple projects involving numerous sub-consultants with an aggregate construction value of over $500M.  Mr. Barton has updated the firm’s QA/QC programs, performed QA/QC audits, developed QA/QC recommendations, evaluated QA/QC results and served on the ACEC National Committee to update QA/QC procedures.
