Kelly Moncrief, PE, has over fifteen years of experience in various aspects of civil engineering analysis, design and management. Ms. Moncrief began her career at DAL-TECH in 2002 with a primary emphasis on the design of water and wastewater pipeline replacement and rehabilitation projects. Since that time, she has designed and managed numerous utility projects with Dallas Water Utilities as well as the Cities of Fort Worth, Plano and Cedar Hill. Throughout her career, Ms. Moncrief’s experience has diversified to include the design of a variety of municipal infrastructure improvement projects; including roadway reconstruction, complete streets projects, storm drainage design, utilities, trail planning and design, and the development of traffic control and erosion control plans.

Ms. Moncrief’s management experience has included the development of plans, specifications and estimates; establishing and maintaining project schedules and budgets, providing bid and construction phase support services; and providing quality control review services on a variety of civil engineering projects. Ms. Moncrief also has extensive experience coordinating with partnering public agencies and franchise utilities, balancing stakeholder needs, and is familiar with current regulatory design standards.
